Retrofitting South Yorkshire’s housing stock is essential to meet regional net-zero targets. With over a third of homes in the private rented sector failing the Decent Homes Standard and many facing a "carbon penalty" from poor energy ratings, retrofitting is critical to alleviating fuel poverty and protecting residents from volatile energy prices. Because space heating remains the primary driver of regional emissions, research emphasises that deep fabric improvements are necessary to move homes from being "weather-reactive" to energy-stable. Beyond environmental goals, these efforts aim to build trust in local supply chains and create a "centre of gravity" for regional sustainability through simplified customer journeys like those piloted by Let Zero.
Key Findings
The “South Yorkshire’s Path to Net Zero: Decarbonising Regional Housing Stock” case study focuses on creating a granular, regional-level analytical approach to track and forecast the decarbonisation of housing across South Yorkshire. By consolidating datasets into a single simulation tool (building on, the Regional Emission Budgeting Framework project) research aims to move beyond national averages to understand how specific local variables like housing age and tenure impact energy efficiency. The study found that while the region's overall energy intensity has decreased since 2008, a significant "Efficiency Gap" remains, particularly in areas like Doncaster where nearly 20% of homes have low energy ratings. To meet regional 2040 net-zero targets, the research concludes that South Yorkshire must accelerate its efforts from marginal historical declines to a roughly 24% annual reduction rate in residential emissions.
The “Let Zero: A Retrofit One-Stop Shop for the Private Rental Sector” case study project investigated the implementation of a "One-Stop Shop" (OSS) designed specifically to overcome barriers to retrofitting in South Yorkshire’s private rented sector. This sector is notoriously difficult to engage due to "split incentives," where landlords pay for upgrades while tenants benefit from lower bills. The research involved piloting face-to-face advice, digital decision-making tools, and a physical show home to demonstrate non-disruptive retrofit measures. Findings indicated that while most existing OSS models target owner-occupiers, Let Zero successfully acted as a "centre of gravity" in the region, building a growing network of practitioners and helping stakeholders navigate complex regulatory and funding landscapes. However, the case study also highlighted ongoing challenges, such as an uncertain funding landscape and the need for sustainable business models to ensure the service's long-term viability.
